What are these red bumps on my chest and back?

For about a month, I have noticed these bumps on my back (most around the shoulder blade area and back of neck), parts of my shoulders, and on my chest. Some of them are red, and they can get very very itchy. They're especially itchy while Im taking a shower, or when I get out. I have been putting on itch relief lotion when I get out of the shower, but that only helps for the time being.( Heres some information that could be helpful?) I am a 14 year old female. I guess you could say my skin is sensative because I am allergic to nickel, bandaids (if worn on the same spot for some time) and during winter my knuckes get dry and cracked. My friend told me it could be eczema, and I know that my dad can have problems with that. Does anyone have a clue of what this could be?
