Bacon-wrapped filet mignon/steak recipe...raw bacon, overcooked beef?

I suspect the toaster oven is not doing the same job as a broiler but bacon should not get crisp it is on the fillet for moisture . Five to seven minutes in oven under broiler should be adequate. I expect toaster oven is not generating enough wattage/heat to grill and it is baking the meat..Does the booklet indicate you can grill with it?
