What is this movie that was filmed to look like an older movie?

I remember watching part of an independent movie (think it showed on IFC) that was filmed with scratches & other effects to make it look like an old film. I think they payed homage to citizen kane because I kinda remember a 'rosebud' scene but i may be mistaken.
