How to remove black from saucepan boiled dry?

I was making tea from an herbalist and left the pan on and forgot it. There is a 1/16th of an inch char-boiled plate there. It is stainless steel. I have an SOS scouring pad but want to put something in to soften the black stuff up before using the SOS. Would any household ingredients possibly help scour somehow to make the pan usable again?
